Homeschool Laws in Hawaii
Under Haw. Admin. R. §§ 8-12-13 and 8-12-15, a parent or guardian who wishes to homeschool in Hawaii must file a one-time notice of intent with the principal of the local public school before instruction begins. This notice may be submitted on Form 4140 or through an equivalent letter. The notice must be re-filed when the child transitions between school levels or when the family moves to a new school district. No ongoing annual filing is required so long as neither of those triggering circumstances occurs.
Hawaii requires that the home curriculum be structured and based on educational objectives as well as the needs of the child, be cumulative and sequential, provide a range of up-to-date knowledge and needed skills, and take into account the interests, needs, and abilities of the child, as described under Haw. Admin. R. §§ 8-12-18(b) and 8-12-18(c). Assessment is also required, and the state's Statewide Testing Program applies to homeschooled students under Haw. Admin. R. § 8-12-18(a). Hawaii imposes no formal qualification requirements on parents who provide home instruction.
